Background of the Project
This Project of Community development was supported by JSPR implemented through HAPA The aim of this Project is to sustainable Organize and development those who are engaged in Community Development, also to improve their skills,

Main Activities

To achieve the main goal of this Project they carried out the following activities


Methodology for achievement the Outputs
There were three types of Components used for achievement of Outputs for Community development by CDC’s of all four villages


1. Goal
Promotion of reintegration of returnees, displaced persons in their communities, hence, the development of communal harmony. Villagers including returnees, in kandahar enjoy their development through community development project implemented using locally available resources.

2. Objective and Outcomes
The capacity of those who are engaged in development programs are developed to sustainable community development activities.

3. Target Area/Target Group
Four villages in Dand District, Which have been selected as a Projects sites, are under coverage of Project A and Project B. Project A has 3 Villages under its Coverage of four Villages project B one village Following are the Villages under Coverage of HAPA Projects.

4. Outputs
The outputs of the Project were the following:
Those who are engaged in community development acquire knowledge and mind-set required for carrying out participatory community development projects through training programmes (Theory).

Those who are engaged in community development acquire skills and attitudes required for carrying out participatory community development projects through implementation of projects for Community Development (Practise)

To strengthen linkage for community development projects including NGOs, government agencies and other related organizations/agencies., Those who are engaged in community development are able to have better coordination and to effectively collaborate among themselves and they are developed to manage sustainable community development activities.

A model of strengthening system of CDCs by utilizing locally available resources is developed.

5. PROCESS OF FACILITATION: (ACTUAL ACTIVITIES)
5.1 Theoretical Activities
First HAPA participated in different theoretical training ,HAPA Project Manager/ trainer Supervisors/ data processor Social Organizers (Male and female) , representatives of CDC, representatives of RRD and Also JSPR internal personnel have participated in these theoretical training in first the trainings have given by external trainers after these training have continued by JSPR staff then HAPA trained the Male and female CDC members of mentioned Villiers and HAPA main and Sub offfices Staffs

5.1.1 Training Programs
Trainings Received from JSPR were the following:
Participatory Rural Appraisal(PRA), Appreciative Inquiry ,Project cycle management and community development plan (PCM) training , Training for Trainer( ToT) ,Monitoring and Evaluation and report writing training

Trainings Provided by HAPA to CDC and Villagers in (KARZ, Kakaro Goshkhah ,Dah Bahbagh and Gundigan Villages) Were the following.

o Financial training, monitoring training, projects maintenance training, procurement training, training for Caretaker, Training for supervisor , Peace building training for teaching of plumbing course

By the help the mentioned training the villagers have got the following output:

Presentation about completed project of JICA, Report Writing, Detail design presentation, Making Committee Memorandum for implementation of project and selection of their responsibilities, Report writing and difference between Soft and Hard projects

5.1.3 Workshop Provided to the targeted mentioned four CDCs and Villagers
Rooming of conflicts, Kaizen , Report writing, Selection and detail design of sub projects

By the help of the above mentioned work shops the villagers have got the following Capacities


5.1.4 Coordination Meetings
During the project HAPA had the Coordination Meeting with JSPR on Weekly and monthly base and Coordination Meetings with CDC and Villagers

By the help of the above mentioned meetings the villager has got the following output and facilities:
Communities and villager have know their human resources and natural resources and they have used those for promotion of their villager and they have the capacity to in use in future for promotion of their villages

CDC and villagers have made community profile ,they have prepared and categorized the list of those project which the villager need to be implemented and they have ability to categorized their requirements

They have made community Development Plan for their Villages (CDP) and selected Short, Median term and long term projects

They have capacity to submit priority list of projects to donor to implement in villages.

They have specified the objectives and goals of those projects which are necessary for promotion of their village

They have implemented such projects in which the 14 Criteria have been observed

Full comprehensibility have been took e place among CDC and villagers through these project.

The soft and hared projects which done during the projects were more efficient for promotion of their life and Projects were model for villages and neighbor villages.

Projects have been promoted Capacity of CDC and villagers.

The villagers have got the output form the end of the project and also in continuation of the project, their life level has been moved up by the help of these projects.

By the help of these projects now the villagers and CDC have foundation for making of Capacity. Through this project the CDC and Villagers can promote maintenance plan without any supporter. Output of the projects is being seen

Through these projects the Unfaith which was among CDC and villagers have been removed.

From those expenditures which the villagers spent on those project were very useful for villagers, Hence by implementation of these project they got ability for implementation and making similar plan so these projects are sustainable.

Through these projects they have good unity among villagers and CDC and villagers have got trust on each other

They have selected and implemented sub projects in village according to catteries.

They have selected suitable goals and objectives for sub project and have capacity to implement in village.

They have made implementation plan and have promoted the project according that.

They have made the monitoring plan and monitored the project and have saved the project form failure and they have submitted the report to related organizations. They got capacity to agree the villagers in selection of project.

For implementation of sub project they have made Financial, Procurement monitoring and maintenance committees and each committee have carried out related responsibilities and they have capacity to complete all the activities of the sub project in futures .

They have prepared regular cash books and have capacity to make such kind cash books They have learned rule of making an active monitoring and have been published rule of making a good monitoring.

They have learned rule of collection information and they have capacity to collect information and submit to related organization and They can search their problem with every one .They have made good relation with governmental organization and the Government has trust on them. They have made good relation with some non governmental organizations and have taken some project for them.

They can give satisfaction to each other and can solve their own problems and now They have good unity Strong

6. Trips facilitated by JICA/PCI
HAPA members of CDCs villages JSPR national staff have been participated in the Trips facilitated by JICA/PCI to Balkgh proving ,Parwan INdea and Japan and they have leaned enough useful knowledge through mentioned and trips to use for their own community development

5.2 Practical Activities

5.2.1 Baseline Survey/Community Profile and Community Development Plan (CDP) Preparation Process:
After Completion of PRA Training We Held meetings with Selected Villages and we Got the Villagers by Mosque Level for Designation of Several Type Maps, with the help of designed maps we achieved very much information about Village, we asked the villagers that we want to visit to every Street and Home of the village to sketch the Design of Social map and then with the help of Social map we would be able to Know about your Needs, Problems, Recourses etc.

In this Stage we kept holding meeting with Villagers on Mosque level to got more and more information by using PRA tools about General Characteristics, Recourse Persons of the village, Skilled Persons of the village, Economic Condition of the village, about village past history, Past Implemented Projects in the village, Access to City etc according to their Own Statements and views and thus we Got Information for Preparation of Community Profile

After Preparation of Community Profile we were Called for the Presentation of Community Profile Information in JICA/PCI Office Kabul and there After Presenting the International Staff of JICA/PCI asked us to make some more amendment in the Community profile and according to their Instructions we once again shared them with villagers and Resumed it and finally we Prepared a correct Community Profile of every village Separately

Communities and villager have got information about Human resource and natural resource so they encouraged to used them form promotion of village

5.2.2 Community Development Plan with Memorandums

Through community profile villagers analyzed potential and constraints then we analyzed with villagers the purposed action plan for empowerment of community (within one year) by the help of several meetings

Memorandums has been agreed among the following four parties (HAPA, JSPR MRRD and CDC)The mentioned four parties have agreed on the following parts to be explained every thing in project and by that memorandum we have kept the project from failure.

5.2.3 Selection and Detailed Design of Sub-Project
Process of selection of Hard and soft type projects
Through implementation of matrix scoring and ranking (which are tools of PRA) those projects have been selected with suggestion of villager which had 14 criteria

After we have worked with villager on making of rough proposal and the rough proposal has been submitted to JSPR for ex-post revision when it passed then the work was being on detail design to select suitable goals, output and input

After we have helped with villagers and CDC in making of action plan and together we have selected person and their responsibilities in action plan

Then we have made facilities to CDC and villagers in making of disbursement

After that four parties (HAPA, JSPR, RRD and CDC) have signed memorandum and submitted responsibilities to each parties

So we have facilitated CDC to prepared monitoring plan and selected persons and time for implementation of project

JICA STUDY TEAM Irrigation Training Workshop

Main Activities

Objective
To improved the Capacity of 50 farmers in Irrigation and water management Specifications of trainings were
HAPA implemented with the financial support of JICA study Team with collaboration of Irrigation deportment of Kandahar Training workshop for 50 farmers in Daman District of Kandahar province for 4 weeks Farmers for training selected by Daman District officer with collaboration of Irrgation deportment of Kandahar province and HAPA , and they Took part in the training and got skills about capacity in water management and irrigation system Training was for 3.5 hours each day, the training classes were took 3 hours and 30 minutes were toke Tea brake components took 2 hours and offered 4 weeks (2 weeks for each 25 farmers ).Curriculum for training consistent with standards and curriculum set by HAPA and approved by Donor, During the training HAPA provided tea, biscuit, Lunch and transportation for trainees

4. JANPA EMBASSY CONSTRUCTION OF SCHOOL

Main Activities

4.1 Construction of Building for School
Objective:
To provide Building for 1200 Students of Loy Menara village Arghandab District Kandahar Province
HAPA with the financial support of Japan Embassy (GAGP) constructed school building which has capacity for 1200 students, having a administration Room, store and room for Gourds according to the norm and standers of contraction, all the contraction related activities were done under the close coordination and mentoring of representative of Japan Embassy ,Education deportment of Kandahar and HAPA.

4.2 Construction of Latrine
Objective:
To provide hygiene/ sanitation promotion Facilities for student of Loy Menara Village School
HAPA with the financial support of Japan Embassy (GAGP) constructed 12 units latrine of Loy Menara School students, according to the norm and standers of contraction; all the contraction related activities were done under the close coordination and mentoring of representative of Japan Embassy, Education deportment of Kandahar and HAPA

4.3 Water
Objective:
To provide potable drinking water Students of Loy Menara village School, Arghandab District Kandahar Province
HAPA provided to Students of Loy Menara Village School safe drinking water by digging of tube well and install all the material for well , all the digging of well installation of materials and all related activities were done under the close coordination and mentoring of representative of Japan Embassy, Education deportment of Kandahar and HAPA

Students/villagers got school building , potable drinking water ,hygiene/ sanitation promotion Facilities that caused relief and improvement in health and key sanitation practices of target population so the saved from different disease and expenditures and they got good chance for getting education in the school
